Abolition of the investor residence permit (the so-called Golden Visa)

What happened
Organic Law 1/2025 of 2 January on measures to improve the efficiency of the Public Justice Service abolishes the investor residence permit (the so-called Golden Visa) regulated by Ley 14/2013 of 27 September on support for entrepreneurs and their internationalisation. The abolition takes effect on 3 April 2025. [verify: number of the final provision effecting the repeal and the specific provisions of Ley 14/2013 repealed, presumably Articles 63 to 67].
What changes
From that date no new applications are accepted under any of the investment categories of that Act: real estate, public debt, shares or participaciones (shareholdings), bank deposits and business projects. Permits granted before then remain valid, and their renewals, together with applications lodged before the effective date, are decided under the previous regime [verify: exact scope of the transitional regime, in particular renewals, reunification of family members already authorised and pending applications]. The other routes are unaffected: non-lucrative residence, international remote working under Ley 28/2022 of 21 December, arraigo (residence on the basis of established ties in Spain) and family reunification remain in force, each with its own requirements.
What it means
Buying a property in Spain no longer gives rise, of itself, to any right of residence. Purchase and residence become two independent matters, with different requirements, documentation and time limits, and the timetable of one no longer drives the other. Anyone who had planned to settle in Spain on the strength of the investment must qualify for residence by a different route, whose requirements (financial means, health insurance, employment or professional activity) do not coincide with those that Act demanded.
